Suspension of Business of Agencies

Dear Sirs,
 
You would appreciate that the APNS has been actively pursuing the clearance of the reported outstanding dues of advertising agencies and member publications against the Federal Government Ministries, Divisions and Departments for the period upto September 30, 2008.
 
In this respect, after prolonged efforts, the APNS was successful in the approval of special grant by the Prime Minister of Pakistan for payments of the dues but unfortunately, the grant was lapsed on June 30, 2009 due to the procedural hindrance created by the AGPR. However, it took about five months consistent efforts to get the grant reinstated. We have observed that some elements in the Federal Government are delaying the disbursement of the payment on different pretexts. It has been stated that the bills are not yet been verified and the process will take further time whereas the bills submitted in June could have been verified in the last six months.
 
This situation has compelled APNS to take a serious action against the defaulter government clients as per decision of the Executive Committee. However, as a gesture of goodwill, we have decided not to suspend the advertisements of all defaulter government clients but only 08 major defaulter ministries out of 42 ministries as a first step. The APNS has also decided that if the dues are not cleared by January 15, 2010, the remaining ministries will be suspended in phases. 
 
The APNS hereby advise all member publications and accredited advertising agencies not to publish / release the ads of above ministries with effect from January 07, 2010.
